Waits for other, or no longer. Without a gap, DEPENDS-ON in the task
that waits. With one (gap_minutes: “the answer comes within two
weeks”), FINISHTOSTART with its GAP in other, the one that comes first,
as sioul tasks import writes it (tasks::set_gap, RFC 9253 §4), and no
DEPENDS-ON beside it. No longer: both taken away, and a FINISHTOSTART or
NEXT that another application wrote in other for the pair.
