Whether a pull begun since the alarm (since, Unix seconds; begun, on this process’s steady clock) went through. The last one gone through in this process, when it is the one the state says, is judged by the steady clock (PULLED), which no setting of the clock moves; another process’s by its saved time, within since and now.
