fn ask_sync_app() -> Duration

The sync app asked to bring the others’ news, as before Sioul’s own pull, and how long its twenty seconds still run: asked a moment ago already (two doses due at once), only what is left of them. Only where it is really asked is it said asked (NUDGED).
