Whether Plasma shows Sioul’s notifications (all sent as critical) during do-not-disturb, from its settings: critical ones shown then (CriticalInDndMode, true unless turned off), or Sioul allowed “Show in do not disturb mode” (ShowPopupsInDndMode); never when Sioul’s popups are off altogether (ShowPopups).
